Aloha!

Now, I know Valut of the Heavens aired a week or so ago, but....How did Rommie and Dylan beat everybody else? From my count, thats 2-4. Eh?

Because Dylan's the captain.

The point of the scene is that a starship isn't a democracy -- the captain makes the decisions and the crew obeys.  By asking them to vote and then declaring himself the winner despite being outvoted, Dylan was just making that point in a rather roundabout way.

The math was quite simple.  Rommie counts as 3.  (But that doesn't negate what Christopher said, since the captain essentially told Rommie how to vote.)
