It is really not surprising, this has been going on as soon as the U.S.A. signed the treaties. But he intends to backslide what little progress had been made in attempting to honour the treaties.

Trump budget proposes over 303.3 million in cuts to Department of Interior's Bureau of Indian Affairs.
$96.8 million of that cut is to Education programs.
~$60 million to construction projects to replace/repair dilapidated buildings.


If this were any other education system, the local/neighbouring or state communities might be able to ameliorate the damage by upping their own funding to the education system…. That won't and can't happen here, because of the federal government having complete authority over funding (and to some degree allocation of funding) for reservations.

So, yes, the federal education dollars spent per Native American likely exceeds the federal education dollars spent on other American children, and there is good reason for that. Municipalities and States contribute to the education of children in their municipality/states, but not on children on Reservations.
